Detailed project description:

The Project was carried out in the framework of the programme for Institutional and Operational support to the justice sector in Burundi; it is a multi donor programme funded by Belgium, United Kingdom and Sweden.

General objective of this project was to contribute to the reinforcement of the Rule of Law and to access to an efficient equal and impartial justice for the population of Burundi; it gave a specific gender-based approach to programming.

Specific objectives were:

- to create a national consensus about priorities, strategies and activities to be implemented in order to reach an accessibility, efficacy and impartiality of the justice sector and to guarantee adequate financial and human resources;

- to define the principles of partnership among all the stakeholders in order to reach all the expected results;

- to define a clear strategy to include a differentiating approach for vulnerable groups, including women and children

- to incorporate UN standards for juvenile deprived of liberty.

The mission followed the following steps:

1. Preliminary review and conceptualisation of the strategy (briefing with the contracting authority, desk review of related documents, elaboration of the methodology and tools for data collection, preparation of the inception report)

2. Data collection (interviews with the main stakeholders, field visits to penitentiary establishments, etc.)

3. Analysis and planning (Analysis of the data collected, identification of the potential priorities)

4. Elaboration of the strategic plan

5. Validation of the plan through a workshop with the stakeholders, finalisation and elaboration of the final report.
