Detailed project description :

The Danish sponsored Human Rights and Democracy programme in Central America was organized around two thematic components: – anticorruption and access to justice.

This mission is carried out in the framework of the phasing out of DANIDA’s assistance in the region and aims at adjusting the pre-identified programme to better consolidate the results of previous assistance phases and incorporate the current needs of the region. Hence, it was clear that its over 20 year support was not going to have an extension. This last phase aimed establishing limited number of strategic partnerships within each component, to increase the impact of the activities and to ease the harmonisation and potential takeover with/by other donors. Moreover, it aimed at increasing the knowledge of human rights and democracy and at developing better indicators as well as civil society’s capacity to monitor Justice Sector public policy.

One of the most relevant problems for access to justice in Central America is the gap that divides the growing urban youth and state institutions that they do not fill represent them. With this reality in mind the mission assessed the quality of the local partners programme(s) and of the proposed support. It also identified potential risks to the implementation of future activities. It was articulated in three phases: document analysis, field visits and de-briefing in each of tCentral America countries concerned.

Moreover it provided logistic support in the organisation of field activities as well as in the collection and analysis of relevant background documents.
