    Institutional analysis of the strengths and weaknesses of the different operational and administrative directorates of the Honduran National Police and the impact and support plans of international cooperation for the security sector in Honduras.

    This contract covers the activity of completing the construction of a map of external cooperation partners involved in supporting police reform in Honduras.

    Creation of a mapping and analysis of external cooperation partners involved in supporting police reforms in Honduras, consisting of the following elements: 

    • Analysis of work plans of up to 15 external cooperation agencies engaged with the Honduran National Police, including analysis of actual and planned spend to the Honduran National Police and relevant partners 
    • Analysis of the impact of previous spending on Honduran National Police 
    • Analysis of outstanding areas of demand from the Honduran National Police 
    • Final recommendations 

    – Deliverable 1 : A detailed work plan outlining engagement mechanisms, contacts and methodology to be used with timescales and risk analysis.

    – Deliverable 2 : Final report including introduction, methodology used, limitations, analysis of partners, work plans, actual and planned spend, impact, outstanding demand, recommendations and annexes.
