    The programme “Gender, race, ethnicity and poverty” coordinated regionally by the UNIFEM regional office for Brazil and Southern Cone (now UN WOMEN), aims at promoting systematically the incorporation of the dimension of gender, racial and ethnic equality in programmes and projects fighting poverty and inequalities.
    The programme, managed by UNIFEM Southern Cone, has the support of AECID as well the UNIFEM Headquarters.
    The programmes components are:

    • Systematization of the concepts, analysis methodologies, poverty measurements and lessons learned
      Strengthening governmental and no governmental organizations
    • Networking among organizations working on indigenous and black women’s rights as well as organizations working on public policies, statistics and planning issues
    • Work with different UN agencies and with international rights instruments, such as the CERD ant the CEDAW.

    The 4 components conveys in order to realize the general programme objective: including the thematic of gender, race and ethnic equality in the programmes and project activities related to the fight to poverty as well as in actions of political and social actor in order to contribute to lower inequalities in Latin America.
    The mid-term evaluation is a specific tool for UN system to provide resources for revision and adjustments of the Regional programme; in this context the purposes of the evaluation are:

    • to analyze the performance of the project in relation to expected results, at national and regional level
    • to analyze the efficacy and relevance of the strategies implemented at local, national and regional level
    • to identify the elements which could allow a better programme design as well as to measure its impact
    • to elaborate recommendations on the programme management, strategies, lessons learned, etc.

    The project has been conceived in 4 phases: i) Planning (start-up and organizational settings for a participative and transparent management; ii) information collection and synthesis (individual interviews, observing field activities;, focus-groups and workshops, desk analysis); iii) Information analysis; iv) socialization and closing (recommendations and hand over)
