Ex Post Evaluation of the promotion of the Global Justice Program

Evaluation of four actions contributing to building and consolidating deep democracy in Lebanon, reinforce the commitment of the Government towards the respect of human rights and fundamental freedoms and enhance dialogue to promote social dialogue among the tripartite members within the period from 02/01/2014 to 23/03/2019. 

1. Support for Parliamentary Development in Lebanon, ENPI/2013/334-931 
2. Gender Equity and Empowerment of Women in Lebanon, ENPI/2014/352-324,  
3. Technical assistance to support the promotion of social dialogue in Lebanon, ENPI/2015/362-109
4. Technical Assistance to Support Youth Development in Lebanon, ENPI/2016/374-016

This evaluation will serve to better understand the gap, challenges and needs of relevant stakeholders against what was initially foreseen in the Program; to identify future priorities on which the EU could build its support and complement what has already been achieved; to highlight key issues and lessons learned for any future support foreseen to ensure the cost efficiency of EU funds and to draw conclusions on the impact and sustainability of given actions. 

The Evaluation would also allow for better understanding the performance of the action, its enabling factors and those hampering the proper delivery of results so as to inform the planning of future EU interventions and actions in the same sectors and to take into consideration all factors that have hampered the achievement of many objectives to allow adjustment of any future program design as well as its implementing modality.

• Final evaluation of the project through two CAT II experts from a team of 4 people.
• Technical, conceptual, logistical and financial backstopping to the project from the Barcelona headquarters.
