    The objective of the Africa-EU Partnership on Peace and Security is to cooperate in enhancing the capacity of Africa and EU to respond timely and adequately to security threats. Under the leadership of the AU, the African Peace and Security Architecture (APSA) is taking shape. The EU is well placed to provide continued support for the AU and sub-regional organisations (SRO) in their efforts to operationalize the APSA, including through capacity building for the various structures provided therein.

    The Joint Strategy establishes several strategic priorities in the area of peace and security, including:
    -Ensure adequate, coherent and sustainable support for the establishment and functioning of the APSA and for African-led efforts at all stages of the conflict cycle
    -Promote long-term capacity building, including military and civilian crisis management and coherent and coordinated support for the African Standby Force (ASF), including through the implementation of the EU Concept on Strengthening African Peace Support Capabilities.
    The project will be carried out within the overall framework of capacity development of the AUC, the concerned SRO and the ASF in the area of peace and security.

    Specific objectives of the project are:
    -to identify, on the basis of already existing documents and information, African training capabilities and training needs as well as existing bilateral and multilateral support programmes.
    -to identify the most relevant training centres that could benefit in priority of EU support in order to best achieve the objective of enhancing the expertise of African personnel involved in conflict prevention and conflict management within the different levels of the African Peace and Security Architecture.
    -to make proposals on the kind of support, which is the most relevant and efficient for the selected centres.
    -to specify the best method for delivering this EU assistance.
    -to specify a preliminary programme budget and timeframe for implementation.
    -to define a possible EU support programme encompassing all relevant elements required for a financing decision on the programme, including a draft Financing Proposal/Contribution Agreement.
    The project will be executed in phases i. Desk study, ii. Field study and iii. Analysis and closing and it will entail a number of workshops, interviews and visits with relevant actors.

    Moreover ideaborn supports experts in the implementation of the project, providing backstopping services, including also documentation research and revision, quality control, text revision, logistics, etc
    Due to geographical and logistic restrictions (travels around the continent, partners form different regions, etc), Ideaborn is also providing a Virtual Platform aiming at sharing information among all project’s stakeholders.
