    The objective of the programme is to contribute to the Millennium Development Goals, especially goals nº 1, 3, 5, 6. The results are formulated to enhance the national capacities. These results aim to fight poverty, taking into account the dynamics of population, to guarantee health and the exercise of the sexual and reproductive rights as human rights, and enhance the efficiency in the principle of gender equality.

    Evaluation of the relevance, efficiency, effectiveness and sustainability of the results achieved through the implementation of the 2008-2014 Colombia country programme of the UN population fund (UNFPA).

    The objectives of the evaluation are:
    to provide the UNFPA country office, the Colombian government and its strategic partners with an independent evaluation of the relevance, effectiveness, efficiency and sustainability of the 5th Colombia country programme including UNFPA’s strategic plans (2008-2012 and 2012-2013), the UN development assistance framework (UNDAF), the action plan of the Cairo International Conference (CIPD) and the Millennium Development Objectives.

    to provide an independent assessment of the contribution of the UNFPA strategic plans to the achievement of the objectives of the National Development Plan and to the national context in general;
    to identify the key lessons learned so as to formulate evidence-based conclusions and recommendations for the planning of the assistance in the future programming period.

    Type of services provided

    Desk review of key documents
    Definition and elaboration of a detailed methodological proposal, including formats for the collection of data and guidelines for the field work
    Organisation and implementation of the field work in Colombia, including focus groups and structured interviews with key actors (strategic and implementation partners as well as beneficiaries)
    Presentation of the results achieved to the stakeholders and validation with the country office’s team and the evaluation review’s group
    Elaboration and validation of the draft report
    Elaboration of a .ppt presentation and implementation of an internal presentation seminar
    At the end of the contract and in addition to it, the team leader has been called for a further work-shop to present the report to other actors in order to foster their involvement in the planning of the new country programme
