    Ideaborn designed a 3-stage-strategy to fulfill the requirements of the Consell Interuniversitari de Cataluña (CIC) to reach formulas to make possible the North-South cooperation in the educational system. For the first stage there was to identify exiting cooperation agreements between the University of Damascus (Syria) and the Universities of Baghdad and Al Ramady (Iraq). The agreements encouraged the academic cooperation and investigation dedicated to desertification studies.     Supported by the Consejo General de la Abogacía y el Instituto de Derechos Humanos de Cataluña (IDHC), Ideaborn created and executed a programme supporting the active help to jurists in Algeria and Morocco. The first stage was a study carried out during three months from August to September in 2001 in which were analysed the Maghreb constitutional frameworks, as well as the available tools to protect the human rights.     Ideaborn coordinated the research about business opportunities and the legal framework under which the foreign investors operate in Algeria, Tunisia, Morocco, Libya and Mauritania. The investigation pointed to those vulnerable sectors able to create employment and the ones in which the SME’s have a greater comparative advantage. The selected sectors were the production and food packing, the tourism and the textile sector. The research ended in September 2001 and the conclusions were presented in Barcelona in the same year.
